Ask any experienced investigator, in particular in law enforcement,
and they will say that the role of law enforcement does not confront
corrupt status quo government agency officials nor do they
understand the in's and out's of how the strings of commerce
manipulates the timely investigation/prosecution of crimes.
Now that investigative efforts rely on "information" technology and
we are conditioned to believe that somewhere, someone is always here
and watching, information is shared in ways that are not always clear.
The public refuses to participate out of fear for retaliatory acts.
Criminal justice agencies claim plausible deniability, that is, they
really didn't know a damn thing because nobody told them a damn thing.

The class issue is not an issue that is discussed, it is assumed. If
you have an attorney with a $20,000 retainer fee, or if you have property,
attorneys have perks to support you and save you from the worst even after
you are caught breaking the law. In fact,it may even be profitable for
attorneys to save many others who are friends of yours who also break the
law.
After all, these alleged criminals can always be prosecuted whenever it
is profitable based on the popular movement of opinion. Attorneys are not
all created equal . . . some are tied to those who consider drug use in
the community a great way to control the hearts and minds of the addict.
Get that image of the street whore out of your mind. It is more profitable
to control the heart and minds of those who don't mind being controlled.
The consumer market for certain drugs like meth and cocaine are in the
corporate and professional sector. In a small community like Maui, this
gets very, very incestuous when pushers are not held accountable.
